What 足立区 offers residents to make homes safer in a quake. Official pages are in Japanese; we summarise and translate. Rules change: check the page before applying.
Since 15 Jul 2025 the whole ward is covered. Who: people installing in the wooden home they live in, or individual owners of a wooden home in Adachi (not companies). Distribution-board types to the JWDS0007付2 standard.
General: 2/3 of the installation cost (excl. tax), up to ¥50,000. Special households (a member 65+, care level 3–5, 身体 1–4 / 精神 1–3 / 愛の手帳 1–4, or tax-exempt only): 10/10, up to ¥80,000.
Apply to the ward BEFORE the work; claim by the end of January of that fiscal year. Closes early if the yearly quota is reached.
The ward warns about callers offering ‘free electrical checks’ and pushing expensive panel replacements: don’t let them in; call 110 if they won’t leave.

31 designated emergency evacuation sites (31 designated for earthquakes) and 208 designated shelters in the national open data. Saved on your device after your first visit, so it works offline.
Read before using this list (GSI’s own notes, translated):
This data is what each municipality registered about the evacuation sites and shelters designated by the mayor under the Disaster Countermeasures Basic Act (Art. 49-4 and 49-7). It may not be the latest, or some facilities may not be listed, so always confirm the latest details with the ward.
Understand the difference between a “designated emergency evacuation site” and a “designated evacuation shelter”, and that evacuation sites are designated per type of disaster.
The data is updated from time to time.
Designated emergency evacuation site (指定緊急避難場所): “a place to evacuate to urgently to protect your life from the danger of a disaster. Designated for each type of disaster, such as landslides, floods, tsunami and earthquakes.” Designated evacuation shelter (指定避難所): “a facility where disaster victims who have evacuated stay for a certain period after a disaster.”
