Evacuation sites, shelters, hazard maps, free bousai items and emergency numbers for Kita City, Tokyo. Names and addresses are shown in Japanese, exactly as on official signs and maps.
What 北区 offers residents to make homes safer in a quake. Official pages are in Japanese; we summarise and translate. Rules change: check the page before applying.
From FY2026 Kita gives simple quake breakers free to people living in wooden housing (expanded target).
Who: registered residents living in wooden housing in Kita; owners of wooden apartment buildings in Kita; management companies of such buildings. Company dorms count. Partly-wooden buildings count if the registry says 木造.
Choose one: “YAMORI” (Lintec21) or “瞬断” (Eco Minami). Once per household; households that already received one cannot apply.
Apply at 防災・危機管理課 (weekdays 8:30–17:15) or via the online forms; proxy application is possible. Check beforehand whether your breaker panel has a cover and whether you have an earthed outlet.
The official page does not state a closing date. Confirm availability with the ward before applying.
Who: people on Kita’s 避難行動要支援者名簿 (evacuation support list), or households made up only of people 65+ (including living alone).
The ward sends the Kita Silver Human Resources Center to install devices you ALREADY OWN. No devices are handed out.
Covered: tension rods, adhesive L/T-type brackets, anti-tip boards, and simple quake breakers (YAMORI or スイッチ断ボール series only). Fittings that need drilling are generally not installed.
Apply by mail or at the 防災・危機管理課 counter. About 10 items per visit (application form).
How Tokyo rates each neighbourhood (町丁目) of 北区 for building collapse and fire spread in a big earthquake. Ranks are relative across Tokyo’s 5,192 surveyed areas: rank 5 is the highest risk, rank 1 the lowest.

TMG: “building collapse risk” measures how likely buildings are to collapse or tilt from shaking, based on ground and building type; “fire risk” measures the danger of fire spreading over a wide area; the overall rank combines both with how hard rescue and evacuation would be (災害時活動困難係数).

Showing the 12 areas with the highest overall risk in 北区 (rank 4–5 only, highest first). Full list: TMG list for 北区.
58 designated emergency evacuation sites (56 designated for earthquakes) and 56 designated shelters in the national open data. Saved on your device after your first visit, so it works offline.
Read before using this list (GSI’s own notes, translated):
This data is what each municipality registered about the evacuation sites and shelters designated by the mayor under the Disaster Countermeasures Basic Act (Art. 49-4 and 49-7). It may not be the latest, or some facilities may not be listed, so always confirm the latest details with the ward.
Understand the difference between a “designated emergency evacuation site” and a “designated evacuation shelter”, and that evacuation sites are designated per type of disaster.
The data is updated from time to time.
Designated emergency evacuation site (指定緊急避難場所): “a place to evacuate to urgently to protect your life from the danger of a disaster. Designated for each type of disaster, such as landslides, floods, tsunami and earthquakes.” Designated evacuation shelter (指定避難所): “a facility where disaster victims who have evacuated stay for a certain period after a disaster.”
